If you run a home service business in Knoxville, the top of Google works differently than it did a year ago. Google replaced the “Google Guaranteed” badge with a new “Google Verified” check. It started billing for some missed calls on October 1, 2026. And it is moving Local Services Ads (LSAs) into the main Google Ads platform.
Each of those changes affects what you pay for a lead. This guide covers how LSAs work now, what they cost by trade, and the steps we use with service businesses across East Tennessee to turn the same budget into more booked jobs.
The short answer: Local Services Ads charge per lead, not per click. Across home service trades, leads averaged about $53 in early 2026, with HVAC near $51 and plumbing near $57. Since October 1, 2026, an unanswered call during your business hours can be billed if the caller stays on the line for more than 20 seconds.

What Are Google Local Services Ads?
Local Services Ads are the listings at the very top of Google when someone searches for a service like “plumber near me” or “HVAC repair Knoxville.” Each one shows your business name, star rating, years in business, service area and a verification check mark.
They work differently from regular Google Ads in three ways:
- You pay per lead, not per click. A lead is a call, message or booking request from a customer in your service area.
- You don’t pick keywords. Google matches you to searches based on the job types and ZIP codes you choose.
- Trust drives ranking. Your reviews, how fast you respond and how complete your profile is decide how often you show up.
LSAs are built for home services such as HVAC, plumbing, electrical, roofing, pest control, garage doors, locksmiths, cleaning and lawn care. Google adds categories over time, so check the sign-up page for your trade and ZIP codes.
What Changed in 2025 and 2026

| Change | When | What it means for you |
|---|---|---|
| Google Verified replaces Google Guaranteed, Google Screened, License Verified by Google and the Money Back Guarantee | Announced August 20, 2025; rolled out from October 2025 | One check mark now signals a vetted business. Update any website copy, vehicle wraps or ads that still say “Google Guaranteed.” |
| Missed calls become billable | October 1, 2026 | An unanswered call during business hours counts as a lead if the caller stays on more than 20 seconds. |
| LSAs move into Google Ads as pay-per-lead Performance Max campaigns | First U.S. advertisers from August 2026, more later in 2026, the rest in 2027 | Weekly budgets become daily budgets, manual max cost per lead goes away, and the old LSA dashboard and its reports close. |
One action to take today: download your LSA performance reports. Google has said historical reports won’t carry over after the move, even though your lead history does.
How Much Do Local Services Ads Cost in 2026?
LSAs are usually cheaper per lead than search ads, but the price swings by trade, season and how competitive your area is.

| Trade | Avg. cost per lead (early 2026) |
|---|---|
| Electrical | about $39 |
| HVAC | about $51 |
| Plumbing | about $57 |
| Drain and sewer | about $59 |
| All home service trades | about $53 |
For comparison, ClickTrack’s 2026 benchmarks put a blended Google Search ads lead near $104. Roofing and remodeling run higher than the trades above, and emergency jobs cost more than routine maintenance. In one of our home service accounts, LSA leads averaged about $70.
The number that matters more is cost per booked job: your cost per lead divided by your booking rate.

At $55 a lead and 45% of leads booked, each job costs about $122. Let the booking rate slip to 25% and the same lead costs you $220 per job. That’s why the tips below focus as much on answering and booking as on bidding.
LSAs or Google Search Ads: Which Should You Start With?
| Local Services Ads | Google Search ads | |
|---|---|---|
| You pay for | Leads (calls, messages, bookings) | Clicks |
| Where they show | Top of Search and Maps | Above and below the organic results |
| Keyword control | None; you choose job types and areas | Full control of keywords and ad text |
| Best for | Core repair and emergency services | High-value jobs, installs and services LSAs don’t cover |
For most service businesses we start with LSAs for the core jobs, then add Search ads for the big-ticket work. Both feed the same call tracking, so you can compare them on booked jobs, not just leads. See how we run both on our Google Ads management page.

How to Set Up Local Services Ads

- Check eligibility for your trade and the ZIP codes you serve on Google’s Local Services sign-up page.
- Complete verification. Expect a background check through Google’s screening partner, plus proof of your license and insurance where your trade requires them. It usually takes two to four weeks.
- Connect your Google Business Profile. Your reviews, name, address and hours come from it, so clean up your profile first.
- Choose job types and areas carefully. Only select the work you want. Every lead you pay for should be a job you’d happily take.
- Set your hours and budget. Your listed hours should match when someone actually answers the phone.
- Turn on call tracking. Record which leads became booked jobs and what they were worth.
8 Ways to Get More Booked Jobs From Your LSAs

- Answer every call. With missed-call billing, an unanswered call can now cost you a full lead. Route overflow to a second line or an answering service.
- Match your hours to reality. If nobody answers after 5 PM, don’t list 7 PM. Narrower hours stop paid missed calls.
- Keep reviews coming. Ask every customer, not just the happy ones; Google restricts selective review requests. Rating, review count and recency all affect how often you show.
- Reply to messages within minutes. Response speed is a ranking signal and the fastest way to win the job.
- Start with the ZIP codes your trucks already drive. In the Knoxville area that might mean Knox and Blount counties first, then Sevier, Loudon and Anderson once lead quality is proven.
- Rate every lead. Use “Rate this lead” in your lead inbox and flag spam or out-of-area calls. It teaches Google what you want and supports credits for invalid leads.
- Judge LSAs on booked jobs and revenue. A $40 lead that never books costs more than a $70 lead that becomes a $9,000 HVAC install. Our Lead Reporter ties every call to the sale.
- Get ready for the move to Google Ads. Export your reports, write down your real cost per booked job, and use it to set a sensible target cost per lead when daily budgets and Target CPA arrive.
When It Makes Sense to Bring In Help
LSAs look simple, but the money is in the weekly work: checking leads, rating and disputing bad ones, adjusting job types and keeping the profile and reviews strong. If nobody on your team has time for that, or you are also running Search ads and want one view of what each channel books, an agency can pay for itself.

At Rhythm Collective we set up and verify LSA accounts, manage them alongside Google Search ads and track every lead to a booked job for service businesses across East Tennessee. You can see the results in our case studies. Want to see what LSAs could do for your trade? Get a free keyword and lead estimate or call (865) 564-9499.
Frequently Asked Questions
Is Google Guaranteed still available?
No. Since October 2025, Google Guaranteed, Google Screened and License Verified by Google have been combined into one Google Verified badge. The Money Back Guarantee was retired as part of that change.
Do I pay for missed calls from Local Services Ads?
Since October 1, 2026, yes in many cases. An unanswered call during your business hours counts as a lead when the caller stays on the line for more than 20 seconds. If your phone system asks callers to press a key first, the timer starts after they press it.
How long does Local Services Ads approval take?
Usually two to four weeks. Missing license or insurance documents is the most common delay.
Can I choose keywords for Local Services Ads?
No. Google matches your ads to searches based on the job types, service area and hours you set.
Are Local Services Ads worth it for a small business in Knoxville?
Often, yes, if you can answer calls quickly and book the work. Leads usually cost less than search ads, and you only pay when a customer reaches out.
What happens when my LSA account moves to Google Ads?
Google sends account admins notice 14 days before the move. Your ads keep the pay-per-lead model, but weekly budgets become daily budgets, bidding switches to Target CPA, and leads move to Lead Manager in Google Ads.
