Most Knoxville business owners pick a Google Ads budget the same way. They choose a number that feels safe, run it for a month, and then try to decide if it "worked." That approach wastes money in both directions. Too little spend never gathers enough data. Too much spend outruns your sales team.
There is a better way to set the number. Start with the jobs you want, work back to the leads you need, and price those leads with real 2026 benchmarks. This guide walks through that math, the local factors that move it, what agencies charge to manage it, and where Local Services Ads fit.
The short answer: Your monthly Google Ads budget should equal the leads you need times your expected cost per lead. In 2026 the average Google Ads lead costs about $67, and home improvement leads average about $91, so a contractor who needs 40 leads a month should plan on roughly $3,600 in ad spend before management fees.

How Much Does Google Ads Cost in Knoxville?
Google Ads has no set price. You bid in an auction, and you pay when someone clicks. What you pay per click depends on your industry, your competitors, your ad quality and your landing page.
The most useful 2026 data comes from the WordStream and LocaliQ Google Ads Benchmarks 2026 report. It covers 13,474 US search campaigns from April 2025 through March 2026. Across all industries, the median figures were:
- Cost per click: $5.42
- Click-through rate: 6.64%
- Conversion rate: 8.18%
- Cost per lead: $66.69
The report also notes that cost per lead fell for the first time in five years. Conversion rates rose in 87% of industries. That is good news for local advertisers, but the averages hide wide gaps between trades.
These are national medians, not local quotes. Your real costs will swing up or down with how crowded your service and your zip codes are. Use the benchmarks to plan, then replace them with your own numbers.
2026 Cost Per Click and Cost Per Lead by Industry
Here are the 2026 benchmarks for the industries we see most often in East Tennessee. All figures come from the WordStream and LocaliQ report.
| Industry | Avg. Cost Per Click | Avg. Conversion Rate | Avg. Cost Per Lead |
|---|---|---|---|
| Home & Home Improvement | $8.33 | 8.05% | $90.92 |
| Attorneys & Legal Services | $9.87 | 5.55% | $131.63 |
| Dentists & Dental Services | $8.00 | 10.67% | $72.97 |
| Automotive Repair & Service | $4.35 | 15.51% | $29.96 |
| Health & Fitness | $6.17 | 6.94% | $67.36 |
| Personal Services | $7.17 | 12.34% | $54.60 |
| Business Services | $5.87 | 4.85% | $93.69 |
| Real Estate | $3.22 | 3.70% | $102.51 |
| Restaurants & Food | $2.05 | — | $30.57 |
| All industries | $5.42 | 8.18% | $66.69 |
Notice that a cheap click does not mean a cheap lead. Real estate clicks cost less than half of home improvement clicks. But real estate converts at 3.7%, so each lead costs more. That is why you budget from cost per lead, not cost per click.
How to Set Your Budget: Target Leads x Cost Per Lead
This is the method we use when we onboard a contractor. It takes about ten minutes with a calculator.
- Pick a monthly job goal. Use a number your crews can actually handle. Say 12 new jobs a month.
- Find your close rate. Look at the last 50 or so inquiries. If you won 15 of them, your close rate is 30%.
- Work out the leads you need. Divide jobs by close rate. Twelve jobs at 30% means 40 leads.
- Choose a cost per lead. Start with the benchmark for your industry. Use your own history if you have at least a few months of tracked leads.
- Multiply. Forty leads at $91 is about $3,640 a month in ad spend.
- Check it against job value. Divide the budget by the jobs it should produce. At $3,640 for 12 jobs, each job costs about $303 to win. If your average job is worth $8,000, that works. If it is worth $250, it does not.
- Convert it to a daily budget. Google sets budgets by the day. Divide the monthly figure by 30.4.
That last step matters. Per Google Ads Help, a campaign can spend up to twice its average daily budget on a busy day. Over a month, though, Google will not bill you more than 30.4 times the daily amount. So a $120 daily budget caps out near $3,650 a month.
A Worked Example: Five East Tennessee Businesses
Here is the same math applied to five common local businesses. The lead targets are examples. The cost per lead is the 2026 benchmark for each industry.
| Business | Leads Needed per Month | Benchmark Cost per Lead | Monthly Ad Spend | Daily Budget (÷ 30.4) |
|---|---|---|---|---|
| Remodeler in Farragut | 40 | $90.92 | $3,637 | $120 |
| Family law firm downtown | 20 | $131.63 | $2,633 | $87 |
| Dental office in Maryville | 30 | $72.97 | $2,189 | $72 |
| Auto repair shop in Oak Ridge | 50 | $29.96 | $1,498 | $49 |
| Med spa in West Knoxville | 40 | $54.60 | $2,184 | $72 |
Treat these as a starting point. Your first 60 to 90 days will show your real cost per lead. Then you adjust the budget up or down based on what you actually see.
Our own results show how far real numbers can move from the benchmark. For a gold and silver buyer, we generated 734 leads in 12 months at an $18 average. For two home services companies, the average was $79 per lead across 4,707 leads. Tight targeting and good tracking can beat the averages. Poor setup can double them.
Local Factors That Change Knoxville Google Ads Costs
National benchmarks are a starting point. These local factors push your numbers up or down.
- Service area size. Targeting all of Knox, Blount, Sevier, Loudon and Anderson counties costs more than targeting the zip codes your crews prefer. Tighter areas usually mean fewer wasted clicks.
- Seasonality. HVAC demand spikes in July and January. Landscaping and outdoor living leads cluster in spring. Budget for the busy months instead of spreading spend evenly.
- Tourism in the Smokies. Hospitality and attractions in Sevierville, Pigeon Forge and Gatlinburg compete for visitors searching from out of state. Those campaigns often need location targeting beyond East Tennessee.
- Who else is bidding. National franchises and lead-selling sites bid on many home service terms here. You cannot control them, but strong ads and landing pages lower what you pay to compete.
- Your landing page and phone handling. A slow page or missed calls raise your real cost per lead fast. Fixing them is often cheaper than raising the budget.

What Is the Minimum Budget for Google Ads?
Google does not set a minimum. You can run a campaign on $10 a day. The real question is how little you can spend and still learn something.
Our rule of thumb: the budget should buy at least 10 to 15 clicks a day on your core keywords. At the home improvement average of $8.33 per click, that is roughly $2,500 to $3,800 a month. At the auto repair average of $4.35, it is closer to $1,300 to $2,000.
Below that level, a campaign can still produce leads. But it takes months to gather enough data to optimize. Smart Bidding also has less to learn from.
When the budget is tight, narrow the campaign instead of spreading it thin. Run one service, in your best zip codes, during business hours. Add more once you can see what each lead costs.
What Do Agencies Charge to Manage Google Ads?
Your ad spend goes to Google. Management is a separate cost. Common models in 2026 include:
| Fee Model | How It Works | Typical Range |
|---|---|---|
| Flat monthly fee | Same fee regardless of spend | About $500 to $1,500 for smaller local accounts; more in competitive markets |
| Percentage of spend | A share of what you spend on ads | Usually 10% to 20% of spend |
| Hybrid | Base fee plus a smaller percentage | For example, $1,000 plus 5% of spend |
| Setup fee | One-time build cost | Often $1,000 to $3,000 |
Ranges come from a 2026 breakdown of agency fee structures. Each model has trade-offs. A percentage fee can reward an agency for raising your spend. A flat fee can mean less attention as your account grows.
Whatever you pay, ask two questions. Do you own the ad account? Will you see cost per lead, not just clicks? At Rhythm, your ad spend is billed separately from our management fee, so you always see what goes to Google and what goes to us. Our engagements and pricing page explains how we scope it.

When to Add Local Services Ads to Your Budget
If you are a plumber, roofer, HVAC company, electrician, lawyer or other eligible business, Local Services Ads deserve a slice of the budget. They show above standard search ads. You pay per lead, not per click, and you set a budget based on the leads you want each week.
In our work with home services companies, LSA leads have averaged around $70. That sits below the $90.92 home improvement benchmark for search ads.
A common split for a new home service account looks like this:
- Start with LSAs if you are eligible, have strong reviews and answer the phone reliably.
- Add search campaigns for services LSAs do not cover well, like specific repair types or high-value projects.
- Shift budget monthly toward whichever channel delivers the lower cost per booked job.
Our Local Services Ads guide covers LSA costs by trade and the 2026 billing changes in detail.
How Rhythm Clients Have Brought Costs Down
Budgets are only half the story. The other half is what each dollar produces. A few results from accounts we run:
- Outdoor living builder: Google Ads cost per lead fell 71% from 2024 to 2026, with more than 3,000 leads. See the case study.
- Home improvement company: Cost per lead fell 34% across 686 leads, and 88% came in as phone calls. See the case study.
- Three home service companies: 7.3x more leads, with cost per lead down from $478 to $177. See the case study.
None of these came from spending more first. They came from tracking every call and form, cutting waste, and moving budget to what worked.
When It Makes Sense to Bring In Help
You can run Google Ads yourself. If you have a small service area, one or two core services, and time to check the account weekly, a simple campaign can work.
It makes sense to bring in help when spend passes a few thousand dollars a month, when you cannot tell which leads became jobs, or when cost per lead keeps climbing. That is where tracking, negative keywords and bid strategy pay for the fee.
Rhythm’s Knoxville PPC team builds budgets from your job goals and reports on cost per lead every month. Start with a free keyword estimate for your market, or call (865) 564-9499 to talk it through.
Frequently Asked Questions
How much does Google Ads cost per month for a small business?
There is no fixed price. One 2026 agency guide puts a realistic starting range at $1,500 to $5,000 a month in ad spend. The right figure is the leads you need times your expected cost per lead.
What is a good cost per lead for Google Ads in 2026?
The 2026 median across all industries is $66.69, according to WordStream and LocaliQ. Home improvement averages $90.92 and legal services $131.63. A "good" cost per lead is one that leaves profit after your close rate and job value.
Is $1,000 a month enough for Google Ads?
It can be for lower-cost industries like auto repair, or for a tightly targeted single service. In higher-cost trades, $1,000 buys roughly 120 clicks at the home improvement average. That is thin data, so narrow your targeting to make it count.
How long before Google Ads starts working?
Ads can produce calls in the first week. Most accounts need 60 to 90 days to settle on a reliable cost per lead. The WordStream report also notes most account changes take about 30 days to show their effect.
Can Google charge more than my daily budget?
Yes, on a single day. Google can spend up to twice your average daily budget when traffic is high. Over a month, you will not be billed more than 30.4 times your daily budget.
Are Local Services Ads cheaper than Google Ads?
Often, for eligible home service businesses. You pay per lead instead of per click, and in our home services accounts LSA leads have averaged around $70. Most businesses get the best results running both and shifting budget based on cost per booked job.
